Issue Report: US State Regulations Consent Dialog Cannot Be Closed

Summary:

The US state regulations consent dialog (likely related to the Google Mobile Ads SDK for privacy consent under regulations such as CCPA) keeps appearing repeatedly in a Flutter app. The issue occurs even after the user selects an option and submits the dialog.

Steps to Reproduce:

1. Integrate the Google Mobile Ads SDK in a Flutter app.
2. Use the User Messaging Platform (UMP) SDK or similar consent SDK to request user consent for US regulations.
3. Launch the app in a US region where regulations (e.g., CCPA) apply.
4. Trigger the consent dialog.
5. Choose "Do Not Sell".
6. Submit the dialog.

Result:
The consent dialog reappears persistently, and the user cannot close it even after submitting the consent.

Expected Result:
Once the user submits consent (or rejects it), the dialog should not reappear unless triggered explicitly or conditions change.

• Region Tested: United States (CCPA regulations)

Also, we are unable to replicate the issue but multiple customers sent us the same issue and all of them use either iOS or iPadOS, and one of them is from Texas, Here are the required details:
