According to your documentation [1] non-personalized ads will be served if the user consents to purpose 1 and there is consent or legitimate interest for purposes 2, 7, 9 and 10.

In practice this does not seem to be the case if there is not also explicit consent for vendor ID 755 (Google Advertising Products). Legitimate interest for vendor 755 does not seem to be enough!

Is this the intended behavior?

In other words, if I press "Manage options", consent to "Store and/or access information on a device" and press "Confirm choices" no ads will be shown and onAdFailedToLoad() will be called on the AdListener with error code = 3 and error message = "No fill".

Hi Markus,

You are correct in your observation that vendor consent is also required. This is the intended behavior following the IAB spec. Per the doc you shared in your original post, 

"In addition to collecting purposes consent, you also need to collect vendor consent. Both purposes consent and vendor consent are required for any vendor, such as Google, to serve appropriate ads."

This applies to all ad serving modes.

Hi Justin,

Thanks for the info.

I still don't understand why legitimate interest is sufficient for the purposes but explicit consent seems to be required for the vendors.

Can you elaborate on that?

Hi Markus,

Those are the rules and regulations that the UMP SDK (and all Google-certified consent management platforms) are bound to. We are following the IAB framework - see section 14 for more information related to vendor consent and its requirements and how its relates to purposes consent.
