House Ads: Why can't I enable them as backfill??

I want Admob to display my house ads only as backfill. In the old house ads implementation that was possible. 

However, in the new one you need to set a certain amount of views to allocate. 

I tried using admob mediation, but that amount of allocated views still apply. And if I set it to unlimited, my normal non mediated ads will only show house ads.

Why on earth can't we just select backfill?

Hmm, I have tried using house ads, but I would have thought that setting up mediation and adding "AdMob House Ads" as a network, allocate by dollars (not percentage)  and specify the eCPM to be less than your main ad newtork(s) should work.

It sounds like you are using percentage allocation. Try dollar allocation.
