By reviewing your concern, I understand that you want to know about new Google consent management requirements for serving ads in the EEA and UK (for publishers).
Beginning January 16, 2024, if a partner does not adopt a Google-certified CMP, no ads will be eligible to serve on EEA and UK traffic. Traffic from a Google-certified CMP will continue to be eligible for personalized ads or non-personalized ads (NPA).

If you are a publisher who serves ads to EEA and UK users, and you are not using a Google-certified CMP by January 16, 2024, your ads will no longer be served to EEA and UK users.
However, if you have users who are using older versions of your app that do not have the CMP integrated, those users will still see advertising. However, they will not be able to give or revoke consent for their data to be used for personalized advertising. This is because Google will not be able to verify whether or not those users have given consent to have their data used for personalized advertising. We recommend that you update your app as soon as possible to include the CMP so that your users can have control over their data and so that you can continue to serve ads to EEA and UK users.

Yes, there is a user tracking request in Android 14 and above, similar to the App Tracking Transparency (ATT) in iOS 14 and higher. It is called the Android Privacy Protection (APP) framework. The APP framework is designed to give users more control over their privacy and to help them make informed decisions about whether or not to share their data with apps.
