I just checked your account and was able to view your billing information page without issue. I hope this means the issue was temporary, and is also working now for you. If not, could you please try clearing your cache and cookies, and trying again?
If that still doesn't solve the issue, please let me know what else I might try to replicate the issue on my machine.
Regarding your billing address, as long as the address currently listed in your account is correct (I've copied it below for your reference) you do not need to further update it.
