Low cpc and large variation

Hi,

I'm a new publisher, and i start admob for my app last month.

1. I am surprised by income which is very low... cpc average: 0,01 and RPM 0,20... (600K impressions this month) Is it normal?
2. In some countries less than 0,01... can i not publish ads on these countries?
3. My other surprise is the large variation on cpc each day. In france or USA, cpc vary between 0,06 to 0,19... is it normal too?
4. Can i define minimum cpc? For not publish if cpc is less than 0,02 for exemple.
