Ad Manager Ads not Show

  What could be the potential reasons behind Google Ad Manager ads not displaying on an Android phone, despite integrating the ad code from the official GitHub tutorial provided by Google ?  

 Error message in my logcat : Received error HTTP response code: 400 

 I am use this test id for test ads in android apps: 

banner : /6499/example/banner 

intertitial : /6499/example/interstitial 

Native : /6499/example/native 

appopen : /6499/example/app-open 

 I Have try this solution but not work: 

1) Changed package name of app but it didn't work. 

2) clear app data 

3) factory reset my android phone 

I am search this problem in google it's show package name blocked by google (app is not live in play store and I am testing test ads) but I also try create a new project and implement the ads in apps but when I run app on android device first time but ads not show and give this error : Received error HTTP response code: 400

I'm able to load the test ads using test ad ID's successfully, Could you recheck whether you have followed the Get Started Guide? and Kindly provide the following information via "Reply to author option" for further investigation:

• App ID 
• package name
