Your app contains content that doesn’t comply with the Families policy

Hello I have problem with publishing my game. It is target to kids younger then 13 and google reject my app because "We have detected that your app includes the deprecated Personalized Ad Consent SDK, which is not approved for use in child-directed services. The SDK has been deprecated in favor of the User Messaging Platform SDK and must be updated." the problem whit it I have is I don't have ads in my game. No unity ads, no admob just non any ad sdk. 

Any ideas why google detect ad sdk?
