As mentioned on the documentation, the default behavior of the Google Mobile Ads SDK is to serve personalized ads. If a user has consented to receive only non-personalized ads, you can configure an AdRequest object with the following code to specify that only non-personalized ads should be requested.
If your goal is to show non-personalized ads without accessing personalized information and you're not concerned about potential revenue loss from AdMob, you may not be required to implement UMP (User Messaging Platform) or ATT (App Tracking Transparency).

By reviewing your concern, I understand that you are implementing non personalized ads. Non-personalized ads are ads that are not based on a user’s past behavior.
Although non-personalized ads don’t use cookies or mobile ad identifiers for ad targeting, they do still use cookies or mobile ad identifiers for frequency capping, aggregated ad reporting, and to combat fraud and abuse. Therefore, you must obtain consent to use cookies or mobile ad identifiers for those purposes where legally required, such as in certain countries in the European Economic Area (EEA) per the ePrivacy Directive.

With regard to your concern, please note that as per Publisher integration with the IAB TCF v2.0, publishers should not call Google’s ad tags if consent is missing and due to lack of access information on a device Google will drop the ad request and no ads will be served.
