CCPA, CPRA compilance

According to this link there are 3 options the publisher can choose to be CCPA or CPRA compilant.

We can enable RDP - i.e restricted data processing for users in applicable states.

1. Consent management platform : "Google’s own consent management solutions will allow you to enable RDP to serve non-personalized ads for eligible web users in applicable US states. 

EEA - CMP presented to EEA users.
Everywhere - CMP presented to everyone, all counties but this can result in revenue loss.
 
1. How can this be enabled for CPRA users ?
2. Should we enable for everywhere and it will automatically detect the CPRA users and show them CMP ? with RDP support ?
3. How to enable RDP to serve NPA ads for eligible users ?

To restrict data processing and only show non-personalized ads to eligible users in applicable US states, publishers can change their US state regulations settings in the AdMob UI.

Of all the above solutions.  How can I show users only in applicable CPRA states the option for restricted data processing and based on his selection pass option to Admob. 

Biggestest issue of all is how can i detect user is in CPRA states without apple's location framework ?

Hi Frank,

If you are looking to do a manual implementation for CPRA-location detection the most viable option is to use a framework such as Apple's location framework.
