Upon reviewing your concern, I understand that you are not getting Banner ads in your application. I have tried the Google sample application with your app ID and ad unit ID and I'm able to load the Ads. So, could you please refer to the Google sample application.
Could you please confirm if you have implemented the UMP SDK in your application. If not, please implement the UMP SDK in your application to get the ads.

Thank you for the response. If, by using our banner codes in the sample app, the advertising is delivered, can we assume that our account has no issues? Is that correct?
At this point, could it be an SDK integration problem? Currently, we are not using Google's UMP for consent management but instead, we are using a third-party Google-certified CMP.

By reviewing your concern, I understand that you are getting an error Code 3 in response. This error indicates that the ad request was successful, but no ad was returned due to lack of ad inventory. I would recommend referring to this link for more information on this error. Upon checking your account we found that there is an IAB TCF Error, kindly login to your account and resolve the issue.Hi,
