How to control Click Through Rate (CTR)

I have create an application and now I want to put an ad on it but I am little bit confusing about CTR that how to control ctr and how much ctr is safe for our adsense and admob account.

And I have also a question that I want to publish my app on the google play store but google developer console is not accepting my card (Not all Indian Cards) so can I pay with entropay or you have any kind of suggestion please help.
