Does AdMob (unlike Google App Engine) work in Iran?

We have an app that is partly using Google App Engine and we have admob banner ads. The app engine part of the app fails in Iran due to Google blocking the users there (no idea why). But it seems like we are also not getting any ad revenue from Iran? 

Iran is suddenly our #1 country in regards to new users and we now have over 200 000 active users in Iran but with 0 ad revenue. It would be very nice with some info regarding how we can monetize the Iranian users :-)

Perhaps use mediation to farm out the Iranian users to another ad network?

Yes, that is an option. But there is not a single ad network that I have found that have any "official" documentation on this without me writing everyone of them. That AdMob is blocked in Iran (is it?) isn't mentioned anywhere. If I google "Admob blocked in Iran" then this post is the only information on the subject that shows up :-/ But I will try to get some info from the other ad network that are not US based.

I suspect it is not *Google* blocking anything. 

It is more likely it is the Iranian government.

But this is the first I've heard of it.

A long time since my last reply but today I finally had another look at this. The Iranian users say they see 90% of the ads and while some of the ad clicks get redirected to Iranian filter, others go through. 

But when I look at last 7 days, I see only 600 requests from Iran and 0 clicks. Iraq has 40000 requests and 300 clicks and I know from Google Analytics that we have a lot more users in Iran than in Iraq. 

Doesn't Google collect ad revenue from Iran at all?

I know you guys haven't had this discussion in a few years, but I'm currently trying to find an ad network that can be seen in Iran. I have developed an app and about 90% of my clicks and requests are coming from there, but I'm not generating any revenue in return. Your advice would be greatly appreciated. Thanks in advance!
