With regard to the error message you're encountering, as per this article, you need to add a developer website to your app’s listing in Google Play or the Apple App Store. We’ll use your website’s domain to look for an app-ads.txt file on the root path of the site. Learn more. If your app is published in multiple languages, verify that the correct developer website appears for each language variation. Kindly note that, if you’ve recently added a developer website or updated your app listing in Google Play, allow up to 24 hours for AdMob to detect these changes.

I added URL to my App two weeks ago, but still app-ads.txt is not found.
The error message is "App Store のアプリ リスティングではデベロッパー ウェブサイトが見つかりませんでした。" (in Japanese).

As you mentioned that you already did the possible fix on the error you encountered, have you checked this article if your file can be crawled? Also, the Google crawler will attempt to crawl the file every 24 hours and it might take some time to reflect the changes on your account, sometimes it may take longer to verify your app's app-ads.txt file. Kindly wait one week and check again if you are now able to see your file.
