Using AdMob on Windows Phone 8 with Legacy AdMob Account

Hi,

I'm living in a country which isn't supported by new AdMob.

While using the legacy AdMob, I can successfully integrate AdMob banner to Windows Phone 8 app. My steps to do this are:

1. Add new Android App
2. Put http://...(url to windows phone app store) in app URL
3. Use generated pubsliher ID when creating AdView / InterstitialsAd in AdMob Windows Phone 8 SDK

Is this practice is legal / not against the ToS? Just want to make sure :)
