Transfer apps from one Admob account to another

Is it allowed to transfer apps from one Admob account to another (creating new Ad Units)? Is this a violation of the Terms of Service?

Thank you for reaching out to us.

With regard to your concern, as far as I know, you can add your existing app to your another AdMob account as long as it is using a new ad unit id and new package name to be able to link your new app to your another AdMob account without any errors. But, if you plan to "transfer" the same app with the same package name or ad unit id, it would be best if you reach out to the Product Support Team with regard to this to guide you better as this is already out of our scope, and to answer your question with regard to terms of service.
