Ad Failed to Load: 3 on only Samsung A03s and M21

I'm trying to load a test ad implementation is very simple and it is working on several devices except for only two Samsung devices.
I've attached the images of my findings.

Application Id being used is test ID: ca-app-pub-3940256099942544~3347511713
Banner Id is also test Id: /6499/example/banner

Devices it is working on:
Samsung 7 edge
Samsung A31
Samsung s22
OnePlus 7T
Google Pixel 5

Devices It's not working on:
Samsung A03s
Samsung M21

Internet is connected tried with both wifi and mobile network.

Hi Syed,

Thank you for raising this to us. It's odd that you were able to load test ads using our demo units on some devices and not on a specific devices. Could you please confirm the following?
  • Is the device have VPN connection?
  • Could you please try to configure those device in question as enabled test devices?

Hi Teejay,

Thank you for your response I appreciate that,  your questions are answered below:
  • Is the device have VPN connection?
  • ANS: No
  • Could you please try to configure those device in question as enabled test devices?
  • ANS: Yes, I tried doing that but it didn't work. other then the log that shows up that says to "add this devices as test device" didn't show up when i added my devices as test devices.

P.S. i tried 21.0.0 and 21.2.0 version of  `play-services-ads` didn't work for both.

Thanks, Yes so I tired the sample kotlin banner app and the issue is still there. I'm attaching a screenshot of logs and project.

Hi Syed,

Thank you for trying this and for providing this information. Could you please replicate this issue in the sample application you showed me and provide a Charles log of the session, along with a full list of devices this occurs on? This will help me determine what may be going wrong.

Thank you for sending this over. Unfortunately I am not able to read the contents; could you please re-do this trace with SSL proxying enabled for human-readable logs?

Hi Ali,

Unfortunately the log you sent over does not contain any information other than connections established. Could you please try re-recording the trace and ensuring everything is captured?
