I'm testing my Unity game with a UK VPN after integrating GDPR consent.

I heard that if a user rejects consent, ads shouldn't show at all — but in my case, ads are still displaying properly.

Did something change in the Google AdMob SDK?

Even when I reject all options in the consent form, ConsentStatus.Obtained is returned, and it looks like personalized ads are still being shown.

Do I need to manually check for rejection and prevent ad loading in code for users who decline consent?

I thought ads would automatically stop showing if the user rejected consent — has that behavior changed?

Thank you for contacting the Mobile Ads SDK Support team.

We do not have access or visibility into how VPN interacts with the GMA SDK. I would suggest to test without VPN and conform the results. 

Under the Google EU User Consent Policy, you must make certain disclosures to your users in the European Economic Area (EEA) along with the UK and obtain their consent to use cookies or other local storage, where legally required, and to use personal data (such as AdID) to serve ads. This policy reflects the requirements of the EU ePrivacy Directive and the General Data Protection Regulation (GDPR).

In addition to that, as per the article CMP for EEA and UK, publishers and developers using Google AdSense, Ad Manager, or AdMob who serve ads to users in the European Economic Area (EEA) and/or the UK will be required to use a Google-certified CMP that integrates with the TCF when serving ads to users in the European Economic Area or the UK.

Beginning January 16, 2024, if a partner doesn't adopt a Google-certified CMP, only Limited Ads will be eligible to serve on EEA and UK traffic.
