UMP shows "Publisher Test Ads" dialog even with no dialog published and with production APK

I followed these steps: https://developers.google.com/admob/android/privacy?hl=en

The issue is that a test UMP dialog with the title "Publisher Test Ads" is being displayed even in a signed APK ready for production. If i install that APK on my device, it displays that dialog with "Publisher Test Ads".

That is very strange because I didn't published any dialog in admob... so can't understand why a dialog is being published. Also it is a test dialog. 

Can't upload that update of the application to google play because I don't want that dialog being displayed even with no dialog published on admob.

Why is that dialog being displayed? How can I avoid that?

Can you please confirm which app ID you are using in your manifest file. If possible, kindly share a sample project which replicates the issue.
