Unable to access AdMob Account

Hi,

I created an AdMob account a few months ago which I used to successfully add test ads to a Flutter mobile application I am developing. In releasing the app to the app stores I wanted to switch from using test ads to live ads, when doing this I noticed my AdMob account has been temporarily suspended.

The AdMob website message told me to visit AdSense for more details. In the AdSense site it said my payment details were invalid. I've tried to set these up and validate but the validation step always just returns a ""An unexpected error has occurred. Please try again later. [OR-CAC-02]" error.

This is preventing me from releasing the app. Any suggestions for how to resolve this issue?
