I ran your sample application with app ID and ad unit ID provided by you and found that the Banner Ads were loading fine. If the issue still persists, please refer to the Google sample application and check if you are missing out anything.

Yes, you can load the test ads even with “Can't retrieve data” warning. Please refer to the help center article Manage waterfall ad source credentials & optimization to resolve the "Can't retrieve data" warning.
