My Admob account was hacked, and not recovering using 2 step verification on mobile number

Hi there
I am Naveed Yasin and my admob account was hacked that is with other gmail "Sky*******@gmail.com" and I tried to recover this account but not able. I got sms on mobile number that i entered , after submitting verification code it again ask me to add code that is generated on same email that i am trying to login. Please help or guide me how can I recover my account. Thanks
