Can not get support from Admob's customer service? Help

There are some problem with my Admob account:

1.  I set $0.01 for cpc price.  But the final price is $0.24  What's wrong with it?

2.  The daily budget is $5( for test). But after 2 or 3 hours runing, It cost me over $10?

I am wondering is this platform trustful?  Is there any customer services email ?
