Thank you for bringing this question to our attention. I just want to start by saying that this forum is for helkping people to setup the Admob SDK in there app. Based on what I a seeing, you are able to get ads served to your app. But that it would seem that the policy team found some violation of which you are unsure of? I would suggest that you reach back out to the people who sent the inifial notice of a possible issue. As they know the3 policy better and can give you a more clearer idea of what could be problematic.

I work with William and will assist you. When placing your ad unit Id in our sample app I received just now some ads in an emulator. This shows your account is in good standing and lack of ads in production is purely an ad serving issue. Unfortunately I can only refer you to the AdMob Forum. You can also check that you don't have Adsense or Playstore policy violations.
