AdMob account is not approved...

So i am trying to open an AdMob account but I keep getting the mail from AdMob that says My AdMob account is not approved because I do have an another account. but I've closed that account completely, I've deleted that google account completely so I don't have an access to it but the AdMob still says me that I have an another account and the first 4 letter of that account is the one that I've deleted so I am sure that I don't have another account. I've tried to sign in to account but I'm getting google account not found error because I've completely deleted it but AdMob still says that I have a second AdMob account. I'm so frustrated right now... Need help asap.
