Impressions might get affected due to non personalized ads as the ad targeting criteria is narrower when compared to personalized ads. Non personalized ads only use contextual data and device data for ad targeting. Hence overall demand for non-personalized ads might be lower than for personalized ads.
Few users might also deselect all the options mentioned in Manage options , which might result in no access being given for storage and access of the ad information. This might affect the consent form status.
Could you please confirm whether the lower impression rates are only seen in EEA location? And kindly provide the following information via "
