It is always recommended to use the latest versions of the SDK. As of today, the latest version of the Google Mobile Ads Android is 12.4.0.
Could you try once by enabling the Ad Inspector ? and then share the export request and response file generated from the Ad Inspector to us along with app ID & ad unit ID for further investigation.
Note: You can export the ad response only after you add your test device in the AdMob UI.

Thank you for providing the requested information.
I ran the Google InterstitialExample with the GMA SDK version 12.4.0, with your appID and interstitial ad unit ID and the result is “Request Error: No ad to show”. The no ad to show error means an ad serving issue which indicates there are no ads available at the request time. Please note this behaviour isn't controlled by the Mobile Ads SDK. The best way to get more information about your issue is the AdMob Help Center. You can also utilize the AdMob Communities for additional support. Also I can see iOS device named “陈iPhone” is added to the test devices section in the AdMob account with the Flick twice Ad inspector gesture.
