App Open Ad is showing app content in place of advertisement, leading to higher CTR

My app was getting too high CTR for AppOpenAd which was around 35%-40%. So after looking for the issue I found that the AppOpen Ad is displaying the AppContent background in place of the advertisement.
Below are the screenshots to demonstrate the exact issue.

So, in normal implementation as per the Google Admob Documentation.
Below is the picture of what is exactly happening at many times. There is a comparison between the perfect display and problem happening display.

So, to work around I tried setting the background to the AdActivity with the following style and  theme in Manifest file.

And setting it into manifest file

But still the issue remained same. Here the comparison picture.

Hello, I have uploaded the further required information in the google form
Which includes the 

1. AppOpenAdManager according to the Documentation

2. SnapApp Class which is the Application class of my app, which shows the usecase
3. LaunchActivity which shows the AppOpenAd first time, and then later it is handled by the  AppOpenAdManager

I've tested the APK file you've provided, but unable to show the app open ads. With that, can you provide us a clear representation on how you show app open ads in your application that are showing in app content? You can provide us your screen recording of replication to us by sending it via reply privately to author option or directly provide it to the link below. Then, for the CTR you've encountering, I'm afraid we don't have more context on this as this is being handled by the Product Support Team. We recommend reaching out to them, and wait for them to respond to you for CTR as they are more equipped in handling cases like this.

I've seen in your screen recording that you're able to replicate the behavior in another app, but I haven't seen any sample app project where this behavior is reproducible. As mentioned previously, on the APK file you've provided previously, we're unable to replicate it. With that, can you provide us your sample app project where you replicate this behavior? Kindly note that a project file would be best than APK, for us to further check your implementation as well with regard to the background happening in your app open ads. With regard to your concern for the app open ads that having a background on what the app content is, as per our team, they mentioned and confirmed that this is working as intended. Since this is working as intended, this should not violate any AdMob policies or can affect the CTR. If you have any concerns for CTR, as mentioned previously, this is being handled by the Product Support Team.
