Test ads are failed to load. Interstitial ad issue on android 15 devices.

For the last couple of days I try to test one of my existing old app ads implementation using admob test ad units and sample app Ids. But all the ads request failed with no fill error codes. But when I test the same app with real ads units and app id on a registered test device, then the test ads are showing perfectly. 

Also another major concern about the interstitial ads appearance on android 15 devices. The close button on the ads are hide by the 3 button navigation bar at the bottom and I afraid that this may cause unwanted ad clicks on the interstitial ads.
