Manually added Android test devices don't get test ads

If I add an Android Test Device via ConsentDebugSettings.Builder().addTestDeviceHashedId with an ID in the form of "XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX" it works: I can see test ads in the app and AdRequest.isTestDevice is true.

For my client to be able to test, they need to be able to add test devices themselves, without me having access to Logcat or their physical devices. That's what "Add Test Devices" in Admob Dashboard -> Settings should be for right? When I try to add a test device by its advertising ID (in the form of "xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx") it doesn't work, even after waiting a long time. Works for iOS devices btw.

Am I doing something wrong? Is this a known bug?

For your use case, you may add their device as test device via AdMob UI (https://developers.google.com/admob/android/test-ads#add_your_test_device_in_the_admob_ui). Could you kindly share what SDK version are you using? Also, please provide to us your AdMob App ID.

I know how to add the device as a test device via Admob UI, but it still will not be recognized as one. Only the programmatical way works (which is not practicable with third parties testing the app).

I am using

com.google.android.gms:play-services-ads:22.1.0
