Hi,
Thank you for contacting the Mobile Ads SDK Support team.
Please note that the New test devices typically start serving test ads in your app within 15 minutes, but it can also take up to 24 hours.
For test ads, you can refer to Enabling test ads and you can also add your test device programmatically or Add your test device in the AdMob UI.
Additionally, you can also check the Set up a test device help center article for reference.
When testing, ensure that you have the Facebook app installed on the test device and be logged in with a valid Facebook login. See Meta's documentation for more details. Without this, it is expected that Facebook might not bid (though they still might get bid requests).
Could you confirm whether you have followed all the steps to Integrate Unity Ads with mediation?
Could you kindly provide the below information via reply to author option for further investigation:

Hi,
Hope you are doing well, kindly ignore our previous reply.
I ran the Google Sample Application with your app ID and ad unit IDs and was unable to load ads with error: “Request Error: No ad to show”. Please contact the Product support team as they are better equipped to address your concern and provide further assistance.
Thanks,
