Request: for the new " EU User Consent Policy" work on a global setting to reduce the need of per-app confirmation

Please work with Android and/or Play-Services teams to reduce the need of this dialog:

There are a lot of disadvantages of having apps implement the dialog, and it would be much better to have it more automatic, managed by Admob, Google, Android OS, and Play Services when possible.

Disadvantages such as : bugs, not having a consistent UI across apps, asking it for each app out there, and not even being able to show ads which doesn't make sense (just show non-personalized ads instead).

With regards to your inquiry, Under the Google EU User Consent Policy, you must make certain disclosures to your users in the European Economic Area (EEA) along with the UK and obtain their consent to use cookies or other local storage, where legally required, and to use personal data (such as AdID) to serve ads. This policy reflects the requirements of the EU ePrivacy Directive and the General Data Protection Regulation (GDPR).

To support publishers in meeting their duties under this policy, Google offers the User Messaging Platform (UMP) SDK. The UMP SDK has been updated to support the latest IAB standards. All of these configurations can now conveniently be handled in AdMob privacy & messaging.

By law, it is required to have a standardized consent form. The policies for Android and Play-Services teams have their own jurisdictions and are not directly involved in ad serving. The EU requires AdMob to comply to these laws in order to serve ads onto developer's apps.

The request is not about removing it completely. The request is to work on a global setting for it with Android OS teams and Play Services teams. One that will allow users to avoid seeing a dialog too many times.
The law doesn't mean such a thing can't be global. 
The law doesn't mean such a thing should be shown for each and every app you install, every time you've installed it, even if you've removed&re-installed the same app.

Many of the free apps out there have ads.
