There is no technical limitation on the AdMob side. There is only the question of whether MobFox can handle a SMART_BANNER request size. Feel free to try it out and see if they fill it.

MobFox does not support SMART_BANNER. Is there a simple way to have Admob use SMART_BANNER but still have mediation requests use BANNER for compatibility?

Unfortunately there is not. If MobFox wanted that behavior, their adapter would need to listen for SMART_BANNER and show a banner instead. This is something you could ask
them.
Another alternative, you could opt to develop a custom event adapter for MobFox and implement this behavior yourself in the custom adapter.
