Admob ads not loading on Emulator

I'm testing with Android emulator and suddenly ads are not loading in the app.
At first I thought I make mistake with the code but I tried with earlier working is not working well.

I/Ads: Trying mediation network: 

I/Ads: Instantiating mediation adapter: com.google.DummyAdapter

I/Ads: No fill from any mediation ad networks.

I/Ads: Scheduling ad refresh 60000 milliseconds from now.

W/Ads: Failed to load ad: 3

what does it means? and how could I fix this?
