Cannot create an Admob account with my local Bank Account information

I have an Admob account. I created that account with my local Bank account information. But now after the recent update of admob, I have failed several times to create another account in the same procedure.

My earlier account refers to www.admob.com

But every time I am trying to create a new account is automatically redirecting me to apps.admob.com

Now my question is, 

1. Is it no more possible to create an account to www.admob.com using the previous settings? If possible, then what is the procedure?

2. If I update my existing account, will my account be invalid without a credit card? (My existing account has my local bank info as account information)

You can still access the legacy interface from https://www.admob.com/login?_cd=1#utm_medium=et&utm_campaign=en&utm_source=ww-ww-et-admob2, but it's recommended to use the new AdMob if it's available in your country.
