Ad Serving Limited in relation to app store submissions

My account has been put under ad serving limits 3 times over the last year, each time within hours of an app store submission.

I have a successful application (suite of applications), 10k active users, but I'm now scared to update the app in case it stops my revenue. I'm currently under ad serving limit as of now, each time it bans me it provides no more information to help to diagnose if its something I can alleviate.

My guess is that the Google Play store runs automation on the application and this, being potentially from a single IP, is the source of the issue.

When I develop the app I serve test ads, so there is no chance its something I'm doing whilst I'm working on a feature.

Really I'm at a loss, the lack of transparency, lack of ability to contact support is making me think its not worth it.

Any help would be much appreciated

This article describes how Google handles the ad serving limit. The key point is to make sure that the application has valid traffic. ​​Invalid traffic includes, but is not limited to:

  • Clicks or impressions generated by publishers clicking on their own live ads
  • Repeated ad clicks or impressions generated by one or more users
  • Publishers encouraging clicks on their ads (examples may include: any language encouraging users to click on ads; ad implementations that may cause a high volume of accidental clicks; etc.)
  • Automated clicking tools or traffic sources, robots, or other deceptive software
