Here's why Apple refused:

We noticed your app implements App Tracking Transparency but it also includes custom tracking settings that may confuse users.


Specifically, before users select "Ask App Not to Track" on the App Tracking Transparency permission request, your app includes custom tracking settings that again ask the user to accept or deny tracking.


Once users ask apps not to track using App Tracking Transparency, all tracking activity should cease and the app should not include custom settings for modifying tracking preferences.


And here is how I implemented GDPR according to Google's instructions:

1. Not in the EEA: When users open the app for the first time, right after the message "Our app wants to stay free for you," the ATT prompt will appear. 2. In the EEA and consenting to GDPR data collection: When users open the app for the first time, the GDPR consent prompt will appear. If users agree to GDPR data collection, the ATT prompt will immediately follow. 3. In the EEA region and not consenting to data collection: When users open the app for the first time, the GDPR consent prompt will appear. If users do not agree to GDPR data collection (Manage options -> Confirm Choices), the ATT prompt does not need to appear anymore



I've had many apps approved by Apple that follow a similar implementation. But this time is different. I really don't know why.
