Getting rid of AdMob Ads serving limit due to invalid traffic concerns

Greetings. I have an AdMob account which was limited once due to invalid traffic concern (as Google was said).
I searched and found out that someone was gotten rid of limit by deleting Ad units and setting Frequency capping for new ones after limits go away. So I deleted my Ad units and after one month (which is the normal duration of AdMob limits), limit was removed from my account. Then I started creating the same Ad units as before in addition to setting Frequency capping for all of them. When I updated my app, I just got limited again due to the same reason (invalid traffic) right that night!
I reviewed and guessed maybe it's because I define one Ad unit type and used it entire my app. E.g. I created one banner and used it in all of the screens of my app and I guess the Google detects that one ad unit is requesting for displaying ads for many times simultaneously and decides to set limits of invalid traffic type.
One day I was watching AdMob tuturials in YouTube and saw the Google itself creates individual ad units for every part of each screen of the app (E.g. a banner for bottom of the home screen, a banner for profile screen, etc.).
I did so and then never changed anything in my AdMob account so far. I've previously defined test devices, set frequency capping for Ad units, set payment address and method, filled tax info, prevented inappropriate ads from showing, but the limit is still going on after one month and two days...
Anyone has any ideas or solutions what do I do now? Is there any other configurations that might I forgot to set? Can limit be due to not reaching the minimum amount of the first payment (Initial $10)? Because Admob still didn't allow me to requset to verify my physical address and didn't send me that verification letter (its time didn't come yet).

Please do we need an app developer to help develop app after being ceeated. As I submitted my ad units to them and it looks like it was a scam not sure , the best I did was to  remove my ads units .
