"Ad serving is limited The number of ads you can show has been limited. For details, go to the Policy center."

I face a problem Ad serving limit on my AdMob account since 4 months in between these times were automatically resolved and after some days the same issue occur again I have only one app with only one interstitial add in my whole app and I fulfill google AdMob policy.
so why is my issue not resolved? kindly help me to fix this.
