House Ads in Rewarded Video Ad Unit

I setup a several house campaigns with a higher eCPM than the AdMob Network source, but no house ads will play.  I also tried setting the eCPM floor for the AdMob Network to be below the campaign house ads eCPM, but now no ads are served when only the house ads should be.  Billing details are also already setup (I read they need to be for house ads.)

Is it even possible to have house video ads be served to the app within a Rewarded Video Ad Unit?  Only ads from the mediated networks get served to the app.  There are even requests for the mediated house ads in the Ad Mediation Report, but zero fills (see screenshot.)
