No ad to show ios and android

I released iOS and Android apps and initially saw ads through AdMob settings.

However, due to not configuring app-ads, ad serving was restricted for app users.

I've connected app-ads, but ads still aren't appearing. How can I resolve this?

Ios, Error code=1 'Request Error: No ad to show.'  
Android, Error code: 3 NO_FILL
