Banner and App Open Ads not loading on Android 15 (SDK v24.6.0)

Hello Google Mobile Ads SDK Team,
After updating to the latest Google Mobile Ads SDK v24.6.0, I’m experiencing consistent ad loading issues on Android 15 devices.
Issue Details:

Banner ads never load (not even test ads).

App Open Ads often fail silently or timeout without an error.
Environment:

Devices tested: Pixel 7, Samsung Galaxy S23
-
OS: Android 15
-
SDK: Google Mobile Ads SDK v24.6.0

Language/IDE: Kotlin, Android Studio Giraffe+

Integration: Using official AdMob APIs with standard initialization.
What I’ve Tried:

Verified ad unit IDs and tested with both real and test ads.

Confirmed AdMob SDK initialization succeeds (checked via Ad Inspector).

Cleared cache, uninstalled/reinstalled the app.

Integrated Consent CMP for EEA compliance.
-
Rolled back to SDK v24.5.0 — ads load normally there.
Expected Behavior:
Banner and App Open Ads should load successfully at least in test mode.
Actual Behavior:
No banner impressions are shown, and App Open Ads frequently fail or time out.
It looks like a possible regression in v24.6.0 on Android 15.
Please investigate and confirm if this issue is known or if a fix is being prepared in an upcoming SDK update.

I was able to see banner and app open ads displaying test ads on a Pixel 7 device running Android 15 using SDK version v24.6.0 in our sample project.
To help us investigate further, could you please provide your App ID and Ad Unit ID
