We tested your ad unit id in our sample app, we also encountered no ads using it. However, I've also seen that you have payment on hold in your account. In order to maximize chances receiving ads, kindly make sure that you fully complete the setup of your AdMob account, particularly the billing (https://support.google.com/admob/answer/2772229?hl=en) and PIN verification (https://support.google.com/admob/answer/2772302?hl=en) sections. Since this is more of an ad serving issue/ fill rate concern which is out of scope to our team, we would recommend raising this to our Product Support team (https://support.google.com/admob/thread/new?hl=en) instead. The product specialist there should be able to assist you further on this.
