error 402: Current Android sdk version doesn't support property as xml tag

Hi, 

I'm using FlashDevelop and the AIR technology to build my APK. I also use ANE (external libraries) to use the Mobile Ads SDK.

The latest update requires the addition of this line to my manifest.xml:

<property android:name="android.adservices.AD_SERVICES_CONFIG" android:resource="@xml/gma_ad_services_config"/>

When I compile my APK, I get this error:

error 402: Current Android sdk version doesn't support property as xml tag

I can comment this line, and the compilation will end just fine.

Is it ok to not include that line in the manifest?
