Is UMP required for a google play instant game?

To integrate Admob with a google play instant game (or an android instant app), do I need to use the User Messaging Platform (UMP)?

Hi,

Yes, it is required if the game is available for EU. As the consent policy requires those using a Google product to obtain legally valid consent from end users in Europe for the sharing or utilization of personal data.
