some ads cripple performance

I've generally not had a problem with AdMob adverts. However, I've just come across a new ad (small smart-banner-type ad on bottom of screen) during development for 'Android Dating' and it cripples game performance. When it appears as the first ad when the game is run, it makes my game look like it performs badly.

Are there not guidelines for ads to prevent this sort of thing? What's the correct way to deal with poor ads? Can I report it? Or block it somehow? How can I block new ads if they're similarly performance-damaging?

AdMob has an Ad Review Center tool where you can see what ads served in your app and block that ad or advertiser from serving to your apps in the future.

This does not work for the "Android Dating" and "iOS Dating" ads specifically. They never come through the review center, and I cannot have them displaying in my game. How do I fix this?
