Why startapp is not in list of mediation network?

I had integrated adcolony. Now I want integrate startapp but I found startapp is not in the list of mediation network.https://developers.google.com/admob/android/mediation-networks

Am I right I have to integrate startapp with custom events only?
Is it under T&C?

Yes, for ad networks not found under the mediation network list you linked, we recommend that you write custom events to mediate with them.  Just be sure that the package and class name match up with the version you provide on the web interface, and that you notify mediation of all callbacks.
