Change address and save data of card

Dear Google Admob team,

1)I have changed the communication address with my relocate to another country. I tried to change the address in the payments - settings section in my account. But there is no way to change the country. I want to change, among other things, in order to receive an envelope for activating the account after passing the threshold in the amount of the new place of residence.

How can I do it?
2) How can I link my bank card for the first time? I didn't find the section I needed anywhere.
