Ads not showing on iOS devices if user does not give ATT consent

My mobile app on iOS shows banners and reward video ads when the user allows tracking (from the Apple Tracking Transparency pop-up). However when the user declines tracking no ads appear.

The app is not yet in production. It is in testing mode in App Store Connect. I need to have ads working in both cases to submit for publication.

Any ideas on what could be causing this?

I also have the same app published for Android, and ads appear whether the user gives the GDPR consent or not.

With regard to your concern, the UMP SDK will handle the internal process on your behalf. If your users don't consent to the GDPR form, then the ad-server will only serve non-personalized ads. You can also read about Disclose data usage in the App Store. To properly troubleshoot your issue, kindly provide us the following information below privately:

I went ahead and tried your ad unit and I'm not getting any ad as well (getting no fill error instead). As per your use case, the SDK should serve non-personalized ads if your if user does not give ATT consent. It is expected that you will not get any ads due to lack of non-personalize ad-inventory. For ad-serving concern, we would recommend reaching out to product support team instead.
