Admob Banner Test ID not Working

I am implementing banner ads into my android apps. It return " failed to load ad: 0" when i tried to load test ads with "ca-app-pub-3940256099942544/6300978111".

Thank you for contacting us. I see that you're using the Test Ad unit Ids to load the ads. I was able to load ads by testing it with our sample apps. Can you try changing the package name and see if you're able to load the ads? If not, can you try this on a different network or a different device and let me know how it goes?
